TVET Specialist since 1990s. Founded London Skills Forecasting Unit 1998. Senior UNESCO Specialist 2001-2012. Main regions of work; Arab States, Caucasus, EU, South-East Asia. Main professional interests; skills forecasts, handicrafts, ICT impacts.
During his work at UNESCO he has been one of the key supporters of TVET stakeholders, with significant efforts to put them on the organisation's agenda. He is one of the protagonist of the 'bipolar' model which reflects developing countries interests to both identify some globally competitive sectors and at the same time address the needs of a large low-skilled largely agricultural population. The latter in particular distinguishes developing economies and requires significant TVET thought on how to train for substantial increases in employment opportunity and productivity. Another big difference with the developed world is the effects of very rapid economic growth and demographic change; migration to cities, and changing family structures especially for women. I guess this is probably my main area of interest at the moment. Ive worked mostly in Asia, particularly Philippines and Thailand, and in Africa (recently DRC and Liberia).
Has been involved since 2012 on craft production archaeology (Google Roman Housing) directed work in Carthage and has been working with governments and NGOs to demonstrate the importance of developing hand-made production in support of the SDGs. This has led to a particular focus on traditional textiles in the Philippines and Thailand.
