Mrs. Tereza Khechoyan is the Director for International for International Cooperation and Development at Public Administration Academy of the Republic of Armenia (PAARA). She has experience in coordination of international Projects in Armenia. She is the Principal Representative of PAARA in the NISPAcee (The Network of Institutes and Schools of Public Administration in Central and Eastern Europe), International Association of Schools and Institutes of Administration (IASIA) and ENTO (European Network of Training Organizations for Local and Regional Authorities). Mrs. Khechoyan has presented her research papers in several international conferences in Bulgaria, Hungary, Slovenia, Italy, Saudi Arabia, Macedonia, Ukraine, Romania, etc. She is the author of more than 40 research papers published in Armenian, Russian, English, Ukrainian, and Polish languages. In 2011-2012 she was an EU expert in entrepreneurial learning and enterprise skills in Armenia (ETF); in 2015 Mrs. Khechoyan was a senior expert in Armenia of EU funded Women Entrepreneurship in the Eastern Partnership high quality studies (ETF). She was the Coordinator and expert of several Projects funded by international organizations (UNDP, CIDA, OSI, DFID, EC Tempus and Erasmus+ Capacity Building of Higher Education Projects, etc).

She has coordinated the “Public Policy Knowledge Network (PPKN)” Project funded by CIDA;  “Public Policy Resources Development – Armenia” Project supported by Open Society Institute (OSI) Local Government and Public Service Reform Initiative (LGI) Program); “Dual Master’s and PhD Programs in E-Public Administration and E-Business Administration” Project supported by Competitive Innovation Fund (CIF) for Armenian Higher Education;  “Online Master’s Program with Joint Diplomas” Project funded by CIF (within the frames of the World Bank’s Second Education Quality and Relevance project); Erasmus+ CBHE  Program “Library Network Support Services (LNSS): modernising libraries in Armenia, Moldova and Belarus through library staff development and reforming library services” Project.

Mrs. Khechoyan is an Associate Professor of the Chair of Public Administration at PAARA and is specialized in teaching of Economics, Cost-Benefit Analysis, Innovation and Investment Management, and Time Management (in English and Armenian).

Mrs Khechoyan is theses supervisor of  'Public Finance Management' and "Public Administration" Master's Program students.

She is an expert in SME development and Women Entrepreneurship. She was the Coordinator of Training of Trainers on Women ICT  Frontier Initiative (WIFI) Project in Armenia.

She has been invited for teaching mobility at Mykolas Romeris University (Lithuania), Transilvania University of Brasov (Romania), University of Maribor (Slovenia), etc.
