Vera Chilari is a specialist in TVET policies and systems and skills development, with an extensive working background in the field of education, holding various roles from a VET teacher to that of public servant at the Ministry of Education and Research.

Vera has spent most of her career working in TVET and being actively involved in the restructuring of the TVET system in Moldova. She gained valuable experience in governance and policy development in the field of TVET, building public-private partnerships, and providing consultancy and expertise provision to international organizations including ILO and ETF, putting forward practical advice to ministries and government agencies, TVET institutions, sector committees, social partners and other TVET stakeholders. Vera has been working aa the ITCILO to designe and deliver training courses on TVET and skills development.   

Vera holds a master’s degree in social science from Malmö University, Sweden, and a master's degree in Science and Education from Moldova State University. Her native language is Romanian, and she is also fluent in Russian and English.
